Office of the National Coordinator
The Office of the National Coordinator, which reports to the Federal Ministry of Health and Social Welfare, provides strategic direction, executive oversight, and overall coordination for the National AIDS, Viral Hepatitis, and Sexually Transmitted Infections Control Programme.
The Office is charged with directing the national health-care response to HIV, viral hepatitis, and sexually transmitted illnesses. It ensures that the NASCP's policies, initiatives, and activities are consistent with national health priorities, scientific evidence, and relevant regional and global commitments.
Key Responsibilities

- Provides strategic and technical direction to NASCP.
- Coordinates the programme's technical and administrative functions.
- Manages the creation and execution of national policies, guidelines, strategic plans, and operational frameworks.
- Encourage quality prevention, testing, treatment, care, and support services.
- Improves coordination between federal and state agencies, development partners, implementing partners, civil society organizations, and communities.
- Research, surveillance, monitoring, evaluation, and programme data all help to support evidence-based planning.
- Provides oversight for program performance, resource allocation, accountability, and institutional governance.
- Represents NASCP at national, regional, and worldwide events.
Programme Coordination
The Office oversees NASCP's major program areas, which include HIV prevention, treatment, and care, mother-to-child transmission prevention, paediatric and adolescent HIV, laboratory services, strategic information, digital health, viral hepatitis, sexually transmitted infections, supply chain management, advocacy, and program administration.
It also collaborates closely with state ministries of health, state AIDS and STI control programs, healthcare facilities, professional bodies, academic institutions, development partners, and community organizations to ensure that national strategies are effectively implemented at the state, local, and facility levels.
Data, Research, and Innovation
The Office encourages the use of reliable data, research, and digital technology to enhance program planning, service delivery, and decision-making. It promotes more robust health-information systems, laboratory information systems, electronic medical records, program dashboards, data interoperability, and appropriate data governance.
Research, innovation, and information sharing are also encouraged to uncover effective techniques, improve program performance, and help build national policies and standards.
Governance and Accountability
The Office encourages transparency, professionalism, ethical behavior, and responsible use of program resources. Regular management meetings, technical reviews, and performance assessments are used to monitor implementation progress, identify difficulties, and ensure that appropriate remedial steps are done.
Stakeholder and Community Engagement
The Office understands that effective program delivery necessitates significant partnership with government agencies, development partners, civil society organizations, healthcare workers, and affected communities.
