Office of the National Coordinator

The Office of the National Coordinator provides strategic leadership, executive oversight, and overall coordination of the National AIDS, Viral Hepatitis and STIs Control Programme (NASCP), Federal Ministry of Health and Social Welfare. The Office is responsible for leading Nigeria's health sector response to HIV, viral hepatitis, and sexually transmitted infections (STIs), ensuring that national policies, strategies, and programmes are effectively coordinated and implemented to improve health outcomes across the country.  

Working closely with other divisions in the Department of Public Health/FMOHSW, State Ministries of Health, development partners, implementing partners, civil society organisations, professional bodies, academic institutions, the private sector, and affected communities, the Office ensures that NASCP's programmes are strategically aligned with national health priorities, informed by the best available scientific evidence, and consistent with national, regional and global health commitments.  

Key Responsibilities 

The Office of the National Coordinator is responsible for: 

• Providing strategic leadership and technical direction for NASCP. 

• Coordinating the Programme's technical, administrative, and operational functions. 

• Leading the development, implementation, and periodic review of national policies, strategic plans, guidelines, and operational frameworks. 

• Providing oversight to all technical and support components of NASCP. 

• Promoting equitable access to high-quality HIV, viral hepatitis, and STI prevention, testing, treatment, care, and support services. 

• Strengthening collaboration between the Federal Ministry of Health and Social Welfare, State Ministries of Health, development partners, implementing partners, professional associations, civil society organisations, and communities. 

• Promoting evidence-informed policy and programme implementation through surveillance, research, strategic information, monitoring, and evaluation. 

• Mobilising and coordinating resources to support sustainable programme implementation. 

• Monitoring programme performance and ensuring accountability, transparency, and effective institutional governance. 

• Representing NASCP in national, regional, and international policy and technical forums. 

Programme Coordination 

The Office provides strategic oversight for NASCP's Components, including: 

• HIV Prevention 

• HIV Treatment, Care and Support 

• Strategic Information 

• Laboratory Services 

• Procurement and Supply Chain Management 

• Viral Hepatitis  

• Digital Health, Technology and Health Information Systems 

• Advocacy, Communication and Social Mobilisation 

• Programme Coordination and Administration 

• Finance and Accounts 

The Office works closely with State Ministries of Health, State AIDS and STI Control Programmes, healthcare facilities, professional bodies, development partners, academic institutions, and community-based organisations to ensure that national strategies are effectively translated into action at the state, local government, and facility levels. 

Governance and Accountability 

The Office of the National Coordinator is committed to transparency, accountability, professionalism, and excellence in public service. Programme implementation is guided by national policies, evidence-based planning, sound financial management, and results-based performance monitoring. 

Regular management meetings, technical reviews, programme performance assessments, and stakeholder consultations support continuous quality improvement, effective resource utilisation, and accountability across all programme areas. 

Stakeholder and Community Engagement 

The Office actively engages with government institutions, development partners, civil society organisations, professional associations, healthcare providers, research institutions, community-based organisations, faith-based organisations, and networks of people living with HIV and other affected populations. 

Through inclusive collaboration and meaningful stakeholder engagement, the Office promotes equitable access to services, strengthens community participation, reduces stigma and discrimination, and ensures that programmes respond effectively to the needs of individuals and communities. 

Data, Research and Innovation 

The Office is committed to strengthening evidence-based decision-making through the effective use of data, research, and innovation. It supports the development and use of robust health information systems, laboratory information systems, electronic medical records, digital health platforms, programme dashboards, and interoperable data systems to improve programme planning, implementation, monitoring, and evaluation. 

The Office also promotes operational research, implementation science, innovation, and knowledge sharing to improve programme quality, inform national policies and guidelines, and strengthen Nigeria's public health response.
